Directive 2012/34/EU of the European Parliament and of the Council of 21 November 2012 establishing a single European railway area (recast) Text with EEA relevance · European Union

The infrastructure manager shall cease to levy any charges for the relevant infrastructure under Article 31(4) in cases where: it does not produce a capacity-enhancement plan; or it does not make progress with the actions identified in the capacity enhancement plan.
