With the exception of the reporting obligation under Article 9, this Regulation shall not apply to the following entities: multilateral development banks, as listed under Section 4.2 of Part 1 of Annex VI to Directive 2006/48/EC; public sector entities within the meaning of point (18) of Article 4 of Directive 2006/48/EC where they are owned by central governments and have explicit guarantee arrangements provided by central governments; the European Financial Stability Facility and the European Stability Mechanism.
