Where a contract is to be awarded, the contracting authority shall invite all candidates or vendors entered on the relevant list or sub-list to do either of the following: to submit a tender in the case referred to in point (a) of paragraph 1; to submit, in case of the list referred to in point (b) of paragraph 1, either of the following: tenders including documents relating to exclusion and selection criteria; documents relating to exclusion and selection criteria and, in a second step, tenders, for those fulfilling these criteria.
