Article 194

Within the scope of Article 130(1) of the Financial Regulation, the expenditure incurred by a beneficiary before the date of submission of the application shall be eligible for Union financing under the following conditions: the reasons for such derogation have been properly substantiated in the financing decision; the financing decision and the grant agreement or decision set explicitly the eligibility date earlier than the date for submission of applications.
