Part IV 'Spreading excellence and widening participation' shall contribute to the specific objective "Spreading excellence and widening participation" set out in Article 5(3) of Regulation (EU) No 1291/2013 by fully exploiting the potential of Europe's talent pool and ensuring that the benefits of an innovation-led economy are both maximised and widely distributed across the Union in accordance with the principle of excellence.
