Council Decision 2013/755/EU of 25 November 2013 on the association of the overseas countries and territories with the European Union ( ‘Overseas Association Decision’ ) · European Union

1. Actors of cooperation in the OCTs shall include: the OCTs’ governmental authorities; the local authorities within the OCTs; public service providers and civil society organisations, such as social, business, employers’ and trade union associations, and local, national or international non-governmental organisations; regional and sub-regional organisations.
