2. Through their cooperation the Union and the OCTs shall seek to stimulate cultural exchanges between each other through: cooperation between the cultural and creative sectors of all partners; promotion of the circulation of cultural and creative works and operators between them; policy cooperation in order to foster policy development, innovation, audience building and new business models.
