Article 69

In the context of the association, trade dialogue, cooperation and capacity development initiatives may include: strengthening the OCTs’ capacities to define and implement policies necessary for the development of trade in goods and services; encouraging the efforts of OCTs to put into place appropriate legal, regulatory and institutional frameworks as well as the necessary administrative procedures; promoting private sector development, in particular SMEs; facilitating market and product development, including product quality improvement; contributing to the development of human resources and professional skills relevant to trade in goods and services; enhancing the capacity of business intermediaries to provide OCTs enterprises services pertinent to their exporting activities, such as market intelligence; contributing to the creation of a business climate conducive to investment.
