Article 83

Council Decision 2013/755/EU of 25 November 2013 on the association of the overseas countries and territories with the European Union ( ‘Overseas Association Decision’ ) · European Union

1. For the purpose of this Decision, programmable aid shall be based on a programming document. 2. The programming document may take into account the territorial development plans or other plans agreed upon between the OCTs and the Member States to which they are linked. 3. Pursuant to Article 10, the OCTs authorities shall assume the primary responsibility for the formulation of strategies, priorities and arrangements through the preparation of programming documents in coordination with the Commission and the Member State to which the OCTs is linked. 4. The OCTs authorities shall be responsible for: establishing their priorities on which the strategy shall be based; and formulating project and programme proposals submitted to and examined with the Commission.
