4. The relevant authorities of the OCTs and the Commission shall be jointly responsible for: ensuring equality of conditions for participation in invitations to tender and contracts; monitoring and evaluating the effects and results of projects and programmes; and ensuring the proper, prompt and efficient execution of projects and programmes.
