6. With regard to financial corrections: the OCTs concerned shall be responsible in the first instance for detecting and correcting financial irregularities; however, in the event of shortcomings by the OCTs concerned, the Commission shall take action, if the OCTs fails to remedy the situation and attempts at conciliation are unsuccessful, to reduce or withdraw the balance of the overall allocation corresponding to the financing decision of the Programming Document.
