(10) The Union Mechanism should include a general policy framework aimed at continuously improving the level of preparedness of civil protection systems, services, their personnel and population within the Union. This should include a programme of exercises, a programme of lessons learnt as well as training programmes and a training network, at Union and Member State level, on prevention of, preparedness for and response to disasters as called for in the Council Conclusions of 27 November 2008 on European disaster management training arrangements.
