(15) The availability and accessibility of adequate means of transport needs to be improved to support the development of a rapid response capability at the Union level. The Union should support and complement the efforts of the Member States by facilitating the coordination and pooling of transport resources and contributing, where necessary, to the financing of additional means of transport, subject to certain criteria and taking into account existing systems.
