The competent authorities shall do everything within their power to reach a joint decision within six months on: (a) the application referred to in point (a) of paragraph 1; (b) the assessment of the criteria and the determination of the specific treatment referred to in point (b) of paragraph 1. This joint decision shall be set out in a document containing the fully reasoned decision which shall be provided to the applicant by the competent authority referred to in paragraph 1.
