2. Where administrative penalties are applied, they may take, inter alia, one or both of the following forms: a pecuniary charge by the customs authorities, including, where appropriate, a settlement applied in place of and in lieu of a criminal penalty; the revocation, suspension or amendment of any authorisation held by the person concerned.
