6. For the establishment of the common risk criteria and standards, the control measures and the priority control areas referred to in paragraph 3, account shall be taken of all of the following: the proportionality to the risk; the urgency of the necessary application of the controls; the probable impact on trade flow, on individual Member States and on control resources.
