(8) The European Parliament has called on various occasions for a European body to be directly responsible for certain supervisory tasks over financial institutions, starting with its resolutions of 13 April 2000 on the Commission communication on implementing the framework for financial markets: Action Plan OJ C 40, 7.2.2001, p. 453. and of 21 November 2002 on prudential supervision rules in the European Union OJ C 25 E, 29.1.2004, p. 394. .
