Actions to reform employment services, aiming at providing them with the capacity to deliver: personalised services and active and preventive labour market measures at an early stage, which are open to all jobseekers while focusing on people at highest risk of social exclusion, including people from marginalised communities; comprehensive and transparent information on new job vacancies and employment opportunities taking into account the changing needs of the labour market. Reform of employment services will include the creation of formal or informal cooperation networks with relevant stakeholders.
