Expenditure financed under the EAFRD shall not be the subject of any other financing under the Union's budget. In accordance with Article 77(1) of Regulation (EU) No 1303/2013 payments by the Commission of the EAFRD contribution as referred to in Article 5 of this Regulation shall not exceed the budget commitments. Those payments shall be assigned to the earliest open budget commitment Article 84 of Regulation (EU, Euratom) No 966/2012 shall apply.
