Financial instruments referred to in points (a) and (b) may also be combined with grants by Member States, including regional and local authorities, that wish to contribute own resources or resources available from ESI Funds, provided that: the action in question meets all criteria for funding under this Regulation; and relevant State aid clearance has been obtained.
