(9) To further avoid a disproportionate administrative burden for the smallest aircraft operators, a temporary exemption should be added to Annex I to Directive 2003/87/EC. Non-commercial aircraft operators emitting less than 1000 tonnes CO_(2) per annum should, therefore, be exempt from the scope of that Directive, from 1 January 2013 to 31 December 2020.
