DIRECTIVE (EU) 2015/2366 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 November 2015 on payment services in the internal market, amending Directives 2002/65/EC, 2009/110/EC and 2013/36/EU and Regulation (EU) No 1093/2010, and repealing Directive 2007/64/EC (Text with EEA relevance) · European Union

The draft regulatory technical standards referred to in paragraph 1 shall be developed by EBA in order to: (a) ensure an appropriate level of security for payment service users and payment service providers, through the adoption of effective and risk-based requirements; (b) ensure the safety of payment service users’ funds and personal data; (c) secure and maintain fair competition among all payment service providers; (d) ensure technology and business-model neutrality; (e) allow for the development of user-friendly, accessible and innovative means of payment.
