Directive (EU) 2016/1148 of the European Parliament and of the Council of 6 July 2016 concerning measures for a high common level of security of network and information systems across the Union · European Union

In order to determine the significance of the impact of an incident, the following parameters in particular shall be taken into account: the number of users affected by the disruption of the essential service; the duration of the incident; the geographical spread with regard to the area affected by the incident.
