When deciding on the vaccination plan and the establishment of vaccination zones as provided for in paragraph 1, the competent authority shall take the following into account: the requirements for emergency vaccination set out in the contingency plans provided for in Article 43; the requirements for the use of vaccines as provided for in Article 46(1) and any delegated acts adopted pursuant to Article 47.
