When adopting delegated acts as provided for in paragraph 3, the Commission shall base those acts on the following criteria: the species and categories of kept terrestrial animals or germinal products in an establishment; the number of species and number of kept terrestrial animals or germinal products kept in an establishment; the type of establishment and type of production; and the movements of kept terrestrial animals or germinal products into and out of those types of establishments.
