The Executive Director shall be appointed by the Council from a shortlist of candidates proposed by the Management Board, following an open and transparent selection procedure. The shortlist shall be drawn up by a selection committee set up by the Management Board and composed of members designated by Member States and a Commission representative For the purpose of concluding a contract with the Executive Director, Europol shall be represented by the Chairperson of the Management Board. Before appointment, the candidate selected by the Council may be invited to appear before the competent committee of the European Parliament, which shall subsequently give a non-binding opinion.
