The examination shall be carried out by the authorised operator. However, in the following cases, the examination shall be carried out by the competent authority: where point (c) of the first subparagraph of paragraph 3 of this Article applies concerning inspections, sampling and testing; where Article 84(2) applies; or where an examination is carried out in the immediate vicinity as referred to in point (b) of the first subparagraph of paragraph 3 of this Article and the authorised operator does not have access to that immediate vicinity.
