Authorisations granted pursuant to paragraph 1 shall include all of the following conditions: the pest is to be kept in a location and under conditions which: the competent authorities consider to be appropriate; and are referred to in the authorisation; the activity involving the pest is to be carried out in a quarantine station or a confinement facility designated by the competent authority in accordance with Article 60 and referred to in the authorisation; the activity involving the pest is to be carried out by personnel: whose scientific and technical competence is considered to be appropriate by the competent authority; and who are referred to in the authorisation; the pest is to be accompanied by the authorisation when introduced into, moved within, or held or multiplied in, the Union territory.
