Customs authorities shall: not allow the placing of the consignment under a customs procedure different from the one indicated by the competent authorities of the border control post; and without prejudice to the exemptions referred to in Article 48 and the rules referred to in Articles 53 and 54, only allow the release for free circulation of a consignment upon presentation of a duly finalised CHED which confirms that the consignment is in compliance with the applicable rules referred to in Article 1(2).
