The special treatment provided for in paragraph 1 shall: be carried out effectively and ensure the elimination of any risk to human, animal or plant health, animal welfare or, as regards GMOs and plant protection products, also to the environment; be documented and carried out under the control of the competent authorities or, where appropriate, under the control of the competent authorities of another Member State by mutual agreement; and comply with the requirements laid down in the rules referred to in Article 1(2).
