Each TSO shall develop a procedure to address the case where a forced outage would endanger its operational security. The procedure shall allow the TSO to ensure that the ‘available’ or ‘unavailable’ status of other relevant assets in its control area can be changed to ‘unavailable’ or ‘available’ respectively.
