Where, following the analysis in paragraph 1, adequacy is not fulfilled, each TSO shall notify the absence of adequacy to its regulatory authority or other competent authority. The TSO shall provide its regulatory authority or other competent authority with an analysis of the causes of the absence of adequacy and propose mitigating actions.
