TSOs shall implement the cross-border RR activation process in a way which does not affect: the stability of the FCP of the synchronous area or synchronous areas involved in the cross-border RR activation process; the stability of the FRP and the RRP of each LFC area operated by participating or affected TSOs; and the operational security.
