All TSOs of a synchronous area shall specify, in the synchronous area operational agreement, minimum requirements for the availability, reliability and redundancy of the technical infrastructure referred to in paragraph 1 including: the accuracy, resolution, availability and redundancy of active power flow and virtual tie-line measurements; the availability and redundancy of digital control systems; the availability and redundancy of communication infrastructure; and communication protocols.
