The control capability receiving TSO and the control capability providing TSO participating in the sharing of FRR/RR shall specify in a FRR or RR sharing agreement their roles and responsibilities, including: the amount of reserve capacity on FRR and RR subject to the sharing of FRR/RR; the implementation of the cross-border FRR/RR activation process in accordance with Articles 147 and 148; procedures to ensure that the activation of the reserve capacity on FRR and RR subject to the sharing of FRR/RR does not lead to power flows that violate the operational security limits.
