Each control capability receiving TSO shall be responsible for coping with incidents and imbalances in case the reserve capacity on FRR and RR subject to the sharing of FRR/RR are unavailable due to: restrictions to provide frequency restoration or adjust the control program related to operational security; and partial or full usage of the reserve capacity on FRR and RR by the control capability providing TSO.
