All TSOs of the synchronous area shall specify the limits for FCR sharing in the synchronous area operational agreement, in accordance with the following criteria: for the CE and Nordic synchronous area, all TSOs shall ensure that the sum of FCR provided within the synchronous area and from other synchronous areas as part of exchange of FCR covers at least the reference incident; for the GB and IE/NI synchronous areas, all TSOs shall specify a methodology to determine the minimum provision of reserve capacity on FCR in the synchronous area.
