When developing the common list of scenarios, TSOs shall take into account the following elements: the typical cross-border exchange patterns for different levels of consumption and of renewable energy sources and conventional generation; the probability of occurrence of the scenarios; the potential deviations from operational security limits for each scenario; the amount of power generated and consumed by the power generating facilities and demand facilities connected to distribution systems.
