4. For the following vehicles, the manufacturer may apply for individual vehicle approval under this Regulation: vehicles intended exclusively for racing on roads; prototypes of vehicles used on the road under the responsibility of a manufacturer to perform a specific test programme provided they have been specifically designed and constructed for that purpose.
