An approval shall also be required in respect of: organisations responsible for the maintenance and continuing airworthiness management of products, parts and non-installed equipment, and organisations involved in the training of the personnel responsible for the release of a product, a part or non-installed equipment after maintenance. However, the first subparagraph shall not apply to situations in which, as a result of the adoption of the implementing acts referred to in point (b) of Article 17(1), taking into account the objectives and principles set out in Articles 1 and 4, and in particular the nature and risk of the activity concerned, such approvals are not required. The approvals referred to in this paragraph shall be issued upon application, when the applicant has demonstrated that it complies with the implementing acts referred to in Article 17 adopted to ensure compliance with the essential requirements referred to in Article 9.
