ensure that the offer to the final customer requesting the installation of a smart meter explicitly states and clearly describes: the functions and interoperability that can be supported by the smart meter and the services that are feasible as well as the benefits that can be realistically attained by having that smart meter at that moment in time; any associated costs to be borne by the final customer;
