4. Support for transmission system operators' defence and restoration plans with regard to the consistency assessment

Regional coordination centres shall support the transmission system operators in the system operation region in carrying out the consistency assessment of transmission system operators' defence plans and restoration plans pursuant to the procedures set out in the network code on electricity emergency and restoration adopted on the basis of Article 6(11) of Regulation (EC) No 714/2009. All transmission system operators shall agree on a threshold above which the impact of actions of one or more transmission system operators in the emergency, blackout or restoration states is considered significant for other transmission system operators synchronously or non-synchronously interconnected. In providing support to the transmission system operators, the regional coordination centre shall: identify potential incompatibilities; propose mitigation actions. Transmission system operators shall assess and take into account the proposed mitigation actions.
