ESMA, EBA and the authorities referred to in points (d), (e), (k) and (l) of paragraph 2 shall not have voting rights in resolution colleges. Where the ECB is a member of the college pursuant to points (c) and (j) of paragraph 2, it shall have two votes in the college.
