(35) Where a Member State is exempted from the monitoring and assessment in the context of the European Semester pursuant to Article 12 of Regulation (EU) No 472/2013 of the European Parliament and of the Council (10) or is subject to surveillance under Council Regulation (EC) No 332/2002 (11), it should be possible to apply this Regulation to the Member State concerned in relation to the challenges and priorities identified by those Regulations.
