Article 17

The Commission shall implement the Programme by establishing annual work programmes in accordance with the Financial Regulation. The Commission shall adopt, by means of implementing acts: the annual work programmes, which shall set out, in particular: the actions to be undertaken, including the indicative allocation of financial resources; the overall amount reserved for blending operations; eligible actions falling under Article 7(3) and (4); eligible actions by legal entities referred to in point (b) of Article 13(1); eligible actions by legal entities from a third country not associated to the Programme but listed in the annual work programme under the conditions laid down in Article 13(2) and (3); decisions approving actions with a cost of EUR 20000000 or more; rules establishing: the technical and administrative arrangements necessary for the implementation of the actions of the Programme; uniform templates for the collection of data necessary to monitor the implementation of the Programme. Those implementing acts shall be adopted in accordance with the examination procedure referred to in Article 23(2).
