2.

In the event of the procurement procedure referred to in point (b) of paragraph 1 being used, the ensuing contracts shall be concluded by either of the following: by the Commission, where the services or goods are to be provided or delivered to Member States or to partner organisations selected by the Commission; by the participant Member States, where they are to directly acquire, rent or lease the capacities procured for them by the Commission.
