7. A Seal of Excellence may be awarded subject to the following cumulative conditions: the beneficiary is a start-up, an SME or a small mid-cap; the proposal was eligible and has passed the applicable thresholds for the award criteria referred to in points (a) and (b) of paragraph 5; the activity would be eligible under an innovation action.
