Article 6

The financial envelope for the implementation of the Instrument for the period from 1 January 2021 to 31 December 2027 shall be EUR 79462000000 in current prices. The financial envelope referred to in paragraph 1 shall be composed of: EUR 60388000000 for geographic programmes: Neighbourhood: at least EUR 19323000000, Sub-Saharan Africa: at least EUR 29181000000, Asia and the Pacific: EUR 8489000000, Americas and the Caribbean: EUR 3395000000; EUR 6358000000 for thematic programmes: Human Rights and Democracy: EUR 1362000000, Civil Society Organisations: EUR 1362000000, Peace, Stability and Conflict Prevention: EUR 908000000, Global Challenges: EUR 2726000000; EUR 3182000000 for rapid response actions. The emerging challenges and priorities cushion of EUR 9534000000 shall increase the amounts referred to in points (a), (b) and (c) of paragraph 2 of this Article in accordance with Article 17. The financial envelope referred to in point (a) of paragraph 2 shall correspond to at least 75 % of the financial envelope referred to in paragraph 1. Actions under Article 9 shall be financed up to the amount of EUR 270000000. The Commission is empowered to adopt delegated acts in accordance with Article 44 to amend that amount.
