Where strictly necessary as a temporary measure to respond to exceptional or unusual circumstances as referred to in Article 20 of Regulation (EU) 2021/1060, and limited to a period of 18 months, the ESF+ may support: the financing of short-time work schemes without the requirement that they be combined with active measures; access to healthcare including for people who are not in imminent socio-economic vulnerability.
