(15) It is important to continue observing the role of the European External Action Service as established in Council Decision 2010/427/EU Council Decision 2010/427/EU of 26 July 2010 establishing the organisation and functioning of the European External Action Service (OJ L 201, 3.8.2010, p. 30). and that of the Commission in the preparation of the strategic programming and of Interreg programmes supported by the ERDF and the NDICI.
